WHEREAS, pursuant to Rule 2, Section 8 of Department Circular No. DC2012-11-0009, otherwise known as the "Renewable Energy Safety, Health and Environment Rules and Regulations (RESHERR)", and in order to ensure adequate safety and protection against the hazards to health, life, property, as well as pollution of air, land and water from Renewable Energy (RE) Operations, the following Hydropower Safety, Health and Environment Code of Practice are hereby promulgated.

WHEREAS, Republic Act (RA) No. 7638, otherwise known as the "Department of Energy (DOE) Act of 1992," declares as a policy of the State to, among others, ensure the continuous, adequate and economic supply of energy through the integrated and intensive exploration, production, management and development of the country's indigenous energy resources;
