OSW Guidebook to Permitting and Consenting for Offshore Wind Energy in the Philippines

Background

This guidebook or ‘compendium’, captures the overall permitting process for developing Offshore Wind (OSW) in the Philippines. It is intended to be an industry tool which helps agencies, project developers and other stakeholders to understand and navigate the complex permitting process across the project lifecycle for OSW. Information in this guidebook has been verified and updated as of January 2025; while the permitting system may evolve, this guidebook provides an essential resource for OSW project owners and regulatory bodies alike.

WHEREAS, the Department of Energy (DOE) issued the Revised Guidelines for the Green Energy Auction Program (GEAP) through Department Circular (DC) No. DC2021-11-0036, or the "GEAP Guidelines," on 03 November 2021;

ADVISORY 2025-05-002-SEC "RPS COMPLIANCE DEADLINE FOR COMPLIANCE YEARS 2020 ΤΟ 2024"

Under applicable rules, the Renewable Energy (RE) Registrar is mandated to issue a Preliminary Renewable Energy Certificate (REC) Statement no later than forty-five (45) calendar days after the end of an RPS Compliance Period, and a Final REC Statement no later than ten (10) working days after the last day of an RPS Compliance Period, while RPS Mandated Participants are required to surrender their RECs within one (1) year from the last day of an RPS Compliance Period.
