WHEREAS, Republic Act No. (RA) 7638 or the "Department of Energy (DOE) Act of 1992" declares as a policy of State, among others, to ensure a continuous, adequate, and economic supply of energy through the integrated and intensive exploration, production, management, and development of the country's indigenous energy resources;
CALL FOR COMMENTS:
"The Department of Energy, through the Renewable Energy Management Bureau, solicits comments and inputs on the following draft Department Circulars entitled:
a. “Preferential Dispatch of all RE Plants in the WESM"
b. "RETF Guidelines"
c. "Opt-in Mechanism"
d. "Adopting Amendments to the Renewable Energy Market (REM) Rules"
Comments and recommendations should be addressed to:
Pursuant to Section 9.1 of the Department Circular No. DC2021-11-0036 entitled, “Providing the Revised Guidelines for the Green Energy Auction Program in the Philippines”, the DOE shall publish the Notice of Auction on its website and in at least one (1) newspaper of general circulation.

WHEREAS, Section 2(b) of Republic Act No. 9513, Renewable Energy Act of 2008 (the "RE Law") provides the State policy to increase the development and utilization of renewable energy by promoting its efficient and cost-effective commercial applications through the provisions of fiscal and non fiscal incentives.
