Invitation to Comment on the Draft Department Circular entitled "Implementing the Philippine National Standard Specification for Kerosene (PNS/DOE QS 009:2019)
Notice is hereby given to all parties to comment on the draft Department Circular Implementing the Philippine National Standard for Kerosene (PNS/DOE QS 009:2019).
WHEREAS, Republic Act (RA) No. 11032, otherwise known as the "Ease of Doing Business and Efficient Government Service Delivery Act of 2018", was enacted on May 28, 2018 to provide a program for the adoption of simplified requirements and procedures that will reduce red tape and expedite business and non-business-related transactions in government;
Pursuant to Section 3 of E.O. No. 113 issued by the President of the Republic of the Philippines on 2 May 2020, the Department of Energy (DOE), in coordination with the Department of Finance (DOF), Department of Trade and Industry (DTI), National Economic and Developmeny Authority (NEDA) and he Bureau of Customs (BOC), hereby adopt the following guidelines to implement the reversion of tariff rates to zero percent (0%) on imported crude oil and refined petroleum based on specified trigger price indexed to international oil prices in the work market.
WHEREAS, Republic Act (R.A.) No. 7638, otherwise known as "An Act Creating the Department of Energy (DOE)", tasks the DOE to formulate rules and regulations as may be necessary to guide the operations of both government and private entities involved in energy resource supply and distribution;
