NOTICE OF APPLICATION FOR PETROLEUM SERVICE CONTRACT (PSC)
Under the Philippine Conventional Energy Contracting Program (PCECP)

INVITATION FOR CHALLENGE
 

 

Interested applicants may likewise submit their respective applications over the aforementioned nominated area in accordance with, and subject to, the timeline and procedures stipulated under DC2017-12-0017 ("PCECP Circular and Guidelines"):

Timeline:

  • 16 April 2025 - Nominating party published the existence of their application in the Business Mirror and the Manila Times.
  • 06 May 2025 0900H - Pre-submission Conference to be held at the DOE Office of the Secretary - Big Conference Room (OSEC-Big Con) (i.e., Twenty (20) calendar days from date of publication).
  • 16 June 2025,  1100H - Deadline for the submission of documents by other applicants or “challengers" (i.e., Sixty (60) calendar days from date of publication.)

Challengers must therefore submit their complete application documents at the DOE Records Management Division, and pay the corresponding application ("challenge") fee of Php 1,000,000 at the DOE Treasury Division, on or before the said deadline.

  • 16 June 2025, 1330H - Opening of the Application/Bid Documents will be held at the DOE Audio-Visual Room (AVR) on the same day of the submission deadline.

Clarification on the Legal and Financial Requirements for Petroleum Service Contract (PSC) Applications Under the PCECP

In line with the requirements outlined under Annex B of Department Circular No. DC2017- 12-0017, this advisory serves to address and clarify the submission of legal and financial documentation by foreign applicants for PSC under the PCECP.

  • 24 March 2025, 1100H (Philippine Standard Time) - Deadline for the submission of documents by other applicants or “challengers" (i.e., Sixty (60) calendar days from date of publication).
