LPG Contract Price (CP)
LPG Contract Price (CP), commonly called the “Saudi CP” is the primary driver of LPG pricing in the Far East including the Philippines. It is the international price benchmark set at the beginning of each month by Saudi Arabia’s state - owned oil company Saudi Aramco.
Aramco's CPs, which set the price of LPG lifted from the Saudi ports Yanbu, Ras Tanura and Ju'aymah under term supply contracts, are closely watched by the market as they tend to set a base level for LPG pricing for most markets East of Suez.
The DOE refer to the LPG/Saudi CP and forex monthly average changes in determining/monitoring the price adjustments of LPG in the domestic market. Following the timing of the monthly changes in CP, domestic price of LPG also varies every first day of the month and remain constant throughout the whole month.
Like all other petroleum products, the Philippines has no influence over the LPG CP as the country’s domestic requirement is small versus the world demand.
For the month of November 2020, LPG Contract Price has increased by US$58.50/MT to US$ 437.00/MT, from US$ 378.50/MT last month.
International LPG Market Development
- The increase in LPG Contract Price (CP) is being supported by expectation for higher demand in view of severe winter forecasts in North Asia, and cranking up production by Chinese petrochemical makers.
- Platts have noted increased CP in Asia -Pacific and Middle East since last week on recovering demand from China and India as North Asian buyers are stocking up until February due to a severe winter weather forecast. Domestic demand was also emerging in Saudi Arabia.
- Asia is amply supplied with Middle East LPG, meeting fresh Chinese fresh demand after a lull during the early October Golden Week holidays and as port congestion was cleared. Port congestion was partly caused by resurgent import of spot cargoes in recent months as new propane dehydrogenation (PDH) plants come on stream, following the pause earlier this year after measures taken to contain the COVID-19 pandemic.
- However, the United States remains the biggest LPG supplier to Asia because of its lower price compared with LPG Middle Eastern cargoes. US LPG exports to Europe and the Mediterranean have fallen so far in October from September as netbacks to Asia continue outstripping those to Europe.
- On the demand side, Japan LP Gas Association’s LPG data reportedly showed five months consecutive increases prompted by forecasts of a ha rsh winter from year-end though January 2021. As the country also uses kerosene as heating fuel, Japanese refiners are poised to boost their run rates in the fourth quarter to increase production of heating fuel, bracing for a colderthan -usual winter this year.
- Meanwhile, China's LPG demand was expected to continue to recover as consumption from both residential users and petrochemical users was estimated to climbed further.
Domestic Prices
Oil companies increased the price of LPG effective 01 November 2020 by P3.20/kg or about P35.20 per 11-kg cylinder. Auto LPG likewise increased by P1.80/liter.
As As of 01 November 2020, household LPG in Metro Manila ranges from P563.20-855.00 per 11-kilogram cylinder.
