Handles the preparation, drafting, review, negotiations, finalization, interpretation, filing and monitoring of compliance relative to all matters involving upstream conventional energy laws, rules and regulations.
- Prepares, drafts, finalizes and files circulars, laws, rules and regulation involving upstream conventional energy;
- Reviews, evaluates and interprets contracts, agreements, deeds and other written instruments entered into by energy resource and development bureau and submits comments, opinions and recommendations thereto;
- Participates in negotiations to finalize, including assignment and transfer of interest of service contracts/coal operating contracts and other agreements entered into by the energy resource and development bureau;
- Participates in field verifications and other activities of the energy resource and development bureau;
- Takes appropriate measures to enforce compliance with the terms and conditions of all service contracts and coal operating contracts, and all laws, rules and regulations involving upstream conventional energy;
- Initiate and take active participation in hearing of cases and negotiations involving the upstream conventional energy sector;
- Deal and coordinate with various doe bureaus/units and with government and non-government agencies and instrumentalities on matters related to or in connection with the upstream conventional energy sector;
- Reviews the legal aspects of applications for tax-exempt importations/exportations of service contract-related equipment and materials;
- Maintains appropriate database related to the aforementioned functions;
- Performs ad hoc functions as may be assigned
