Treasury Division

Formulates Policies, Plans and Programs realted to the Department's Cashiering Services and Fund Management and Ensures Effective Implementation Thereof and Compliance with Government Accounting and Auditing Rules and Regulations

Collection Section

  • Administers Collection and Deposit of Government Funds to Include but not limited to the following:
    • Fund 101 (e.g. refund of excess cash advances, reproduction services, etc.)
    • Fund 102 (e.g. refund of excess cash advances)
    • Fund 151 (e.g. government share on energy resource production share, application fees, fees on issuance of contracts and permits, fines and penalties on violations, service fees, refund of excess cash advances, etc.)
    • Fund 152 (e.g. loan repayments on technology transfer for energy management projects, refund of excess cash advances, etc.)
    • Fund 171 (e.g. refund of excess cash advances, etc.)
    • Trust Accounts (e.g. LGU shares on electricity sales, gasoline station training and load fund, provident fund, other project-related funds, etc.)
  • Prepares and submits applicable reports to relevant department's operating units amd other government agencies (e.g. Bureau of Treasury, COA, etc.)
  • Maintains subsidiary ledgers for 119 LGU funds per ER 1-94.
  • Facilitates processing of disbursement vouchers for refund of bid bonds.
  • Reconciles cashbook balances with accounting subsidiary ledgers.
  • Performs ad hoc functions as may be assigned.

Disbursement Section

  • Administers disbursement of government funds (e.g. Funds 101, 102, 151, 152, 171, Trust Accounts such as LGU Funds per ER 1-94, Gasoline Station Training and Loan Fund, Provident Fund, etc.)
    • Handles-checks preparation and issuance.
    • Handles timely distribution of salaries and allowances and of DOE officials and employees.
    • Handles recording of all checks issued to their respective books for the above-stated accounts and preparation of reports for submission to Accounting, Budget and COA for purposes of securing funds for the Department.
    • Handles Petty Cash Fund (PCF) ensuring claims are valid with complete and proper supporting documents
  • Ensures availability of funds before effecting payments.
  • Maintains individual subsidiary ledgers for checks issued.
  • Remits payments to BIR, GSIS, HDMF, NHMFC, Service Utilities, etc.
  • Acts as Special Disbursing Officers for various activities/projects undertaken by the Department.
  • Handles liquidations of various cash advances.
  • Coordinates with Accounting Division re: settlement of COA suspensions and disallowances.
  • Performs ad hoc functions as may be assigned.

Fund Management Section

  • Manages DOE Trust Funds (OPSF, ER 1-94 and GSRLF)
    • Handles investments of investible funds per individual account.
    • Monitors and controls movements of funds to maximize investments/placements.
    • Facilitates release/transfer of funds for approved projects to concerned LGUs.
    • Prepares various financial reports (e.g. summary/status of investments, monthly report of LGU funds, breakdown of LGU funds, and summary of funds released to LGUs) as required.
    • Reconciles cash balances of 119 LGU accounts, OPSF and GSTLF with the bank.
  • Handles applications for fidelity bonds of accountable DOE officials and employees from BTr.
  • Handles receipts, safekeeping and release of GSIS Bid Bonds.
  • Handles opening of letters of credit for DOE Importations:
    • Secures permits and clearances from the Bangko Sentral ng Pilipinas and Bureau of Import Services to facilitate the opening of letters of credit at the authorized bank.
    • Coordinates with BOC, PNB, LBP and customs brokers to facilitate release of DOE Importations.
    • Facilitates payments of customs duties, taxes and brokerage fees.
  • Performs ad hoc functions as may be assigned.
