The Department of Energy is hereby requesting all interested parties to submit their comments on the draft Joint Circular No. 3 (JC3) of the Department of Energy (DOE) and the Department of Public Works and Highways (DPWH), entitled “PROVIDING THE MECHANISM FOR THE IMMEDIATE RELOCATION OF ELECTRIC POLES WITHIN THE NATIONAL GOVERNMENT’S RIGHT-OF-WAY AND PROVIDING TIMELINE THEREOF”

The Department of Energy is hereby requesting all interested parties to submit comments on the revised Draft Department Circular, entitled “ADOPTING FURTHER AMENDMENTS TO THE WHOLESALE ELECTRICITY SPOT MARKET (WESM) RULES AND WESM MARKET MANUAL FOR THE IMPLEMENTATION OF ENHANCEMENTS TO WESM DESIGN AND OPERATIONS (Provisions for the Certification and Registration of WESM Compliance Officers and Accreditation of Training and Certification Service Providers).”

Call for Comments on the draft Department Circular: Amending Certain Provisions of and Supplementing DC2018-02-0003 on the Competitive Selection Process in the Procurement by the Distribution Utilities of Power Supply Agreement for the Captive Market

CALL FOR COMMENTS:

The Department of Energy, through the Electric Power Industry Management Bureau, hereby requests interested parties and stakeholders for comments and recommendations on the draft Department Circular entitled “Amending Certain Provisions of and Supplementing Department Circular No. DC2018-02-0003 on the Competitive Selection Process in the Procurement by the Distribution Utilities of Power Supply Agreement for the Captive Market”.

WHEREAS, Sections 30 an 37 (f) of the Electric Power Indusry Reform Act (EPIRA) provides that the DOE, jointly with the electric power industry participants, shall establish the Wholesale Electricity Spot Market (WESM) and formulate the detailed rules governing the operations thereof;
