Call for Comments on the draft DC entitled "Adopting and Integrating the Policies and Programs for the Graduation and Rationalization of the Universal Charge for Missionary Electrification Subsidy Pursuant to Department Circular No. DC2019-01-0001"

Call for Comments:

The Department of Energy, through the Electric Power Industry Management Bureau, hereby requests interested parties and stakeholders for comments and recommendations on the draft Department Circular entitled "Adopting and Integrating the Policies and Programs for the Graduation and Rationalization of the Universal Charge for Missionary Electrification Subsidy Pursuant to Department Circular No. DC2019-01-0001.”

Conments and recommendations should be addressed to:

WHEREAS, Section 37 and 37(p) of the Electric Power Industry Reform Act (EPIRA) mandates the DOE to supervise the restructuring of the electricity industry and formulate such rules and regulations as may be necessary to implement the objectives of the Act;

WHEREAS, Sections 30 and 37(f) of the EPIRA provides that the DOE, jointly with the electric power industry participants, shall establish the Wholesale Electricity Spot Market (WESM) and formulate the detailed rules governing the operations thereof;

Department Circular No. DC2021-07-0022

WHEREAS, Sections 30 and 37(f) of the Electric Power Industry Reform Act (EPIRA) provides that the DOE, jointly with the electric power industry participants, shall establish the Wholesale Electricity Spot Market (WESM) and formulate the detailed rules governing the operations thereof:

WHEREAS, on 28 June 2002, the DOE, with the endorsement of the electric power industry participants, promulgated the WESM Rules through Department Circular No. DC2002-06-003;

The Department of Energy is hereby requesting all interested parties to submit comments on the draft "RULES AND REGULATIONS TO IMPLEMENT REPUBLIC ACT NO. 11552, ENTITLED "AN ACT EXTENDING AND ENHANCING THE IMPLEMENTATION OF THE LIFELINE RATE, AMENDING FOR THE PURPOSE, SECTION 73 OF REPUBLIC ACT NO. 9136, OTHERWISE KNOWN AS THE 'ELECTRIC POWER INDUSTRY REFORM ACT OF 2001,' AS AMENDED BY REPUBLIC ACT NO. 10150.""
