Advisory to All Distribution Utilities : Ensuring Adequate and Reliable Energy Supply Before, During, and After Elections
WHEREAS, Republic Act (RA) No. 9136 or the "Electric Power Industry Reform Act of 2001" declares it a policy of the State to accelerate the total electrification of the country and ensure the quality, reliability and affordability of power;
WHEREAS, RA No. 10531 or the "National Electrification Administration (NEA) Reform Act of 2013", declares it a State policy to empower and enable electric cooperatives to pursue rural electrification, especially in economically unviable areas;
WHEREAS, Section 37 of the Electric Power Industry Reform Act of 2001 (EPIRA) mandates the Department of Energy (DOE) to supervise the restructuring of the electric power industry and, among others:

The Department of Energy, through the Electric Power Industry Management Bureau, hereby requests interested parties and stakeholders for comments and recommendations on the Draft Department Circular entitled “Supplementing Department Circular No. DC2021-10-0031 for the Transparent and Efficient Procurement of Ancillary Services by the System Operator.”
