The Department of Energy is hereby requesting all interested parties to submit comments on the draft Department Circulars entitled:
WHEREAS, Sections 30 and 37(f) of the Republic Act (RA) No.
WHEREAS, Section 2 Republic Act (RA) No. 9136 or the Electric Power Industry Reform Act of 2001 (EPIRA) declares as the policy of the State to ensure the quality, reliability, security and affordability of the supply of electric power;
WHEREAS, Republic Act No. 7638 or the Department of Energy (DOE) Act of 1992 mandates the DOE to devise ways and means of giving direct benefit to the province, city, or municipality, especially the community and people affected, and equitable preferential benefit to the region that hosts the energy resource and/or the energy-generating facility.
WHEREAS, Sections 2 (b) and (c) of Republic Act No. 9136 or the Electric Power Industry Reform Act of 2001 (EPIRA) declare that it is the policy of the State to ensure the quality, reliability, security and affordability of the supply of electric power, and to ensure the transparent and reasonable prices of electricity in a regime of free and fair competition and full accountability to achieve greater operational and economic efficiency and enhance the competitiveness of Philippine products in the global market;
