DOE and DOH partner for sustainable energy in Philippine healthcare facilities
 
In a significant step toward advancing energy efficiency, reliability, and sustainability in the Philippine healthcare sector, the Department of Energy (DOE) and the Department of Health (DOH) signed a Memorandum of Agreement (MOA) today, 03 July 2025, to implement the Solar Solutions for Government: Energy Efficiency and Renewable Energy in Public Buildings Program.
 
Signed by DOE Officer-in-Charge Sharon S. Garin and Health Secretary Teodoro J. Herbosa, the initiative aims to reduce energy consumption and operational costs in DOH health facilities through the adoption of energy-efficient technologies and renewable energy solutions. It supports the Government Energy Management Program (GEMP), which mandates a 10 percent reduction in electricity and fuel consumption in all government buildings.
 
The Program seeks to promote greater public awareness and appreciation of sustainable energy practices by introducing energy-saving technologies in public facilities. These include the installation of solar photovoltaic (PV) systems, energy-efficient lighting, inverter-type air-conditioning units, smart meters, and other advanced technologies that collectively reduce electricity use and promote sustainability.
 
“Energy efficiency is a powerful tool that enables our healthcare system to do more with less,” said OIC Sharon S. Garin. “Through this partnership, we are helping DOH facilities reduce energy consumption, lower operational costs, and improve system performance using energy-efficient technologies. This is not just about reducing bills, it’s about creating a smarter, more sustainable healthcare infrastructure that frees up resources for better services and contributes to a healthier, more resilient nation,” she added.
 
Under the Agreement, the DOE will provide technical assistance, conduct energy audits, and facilitate the installation of energy-efficient equipment, all at no cost to the DOH. In turn, the DOH will designate focal persons in each of its health facilities to coordinate with the DOE and ensure the timely and effective implementation of the program, in line with national energy policies and the Department’s healthcare development objectives.
 
This partnership builds on the DOE’s growing collaboration with local government units, such as the recent MOA signed with the Provincial Government of Siquijor on 27 June 2025 to implement similar energy efficiency measures. The DOE remains committed to expanding these strategic partnerships to enhance energy security and sustainability across all sectors of Philippine society. ###
