Power Situation Update 14 April 2019 (as of 4:30pm)

 

I. Normal Condition Issuance 

The NGCP issued a Normal Condition advisory for the Luzon Grid today.

II. Entry of Power Plants

South Luzon Thermal Energy Corp. (SLTEC) Unit 1 of Ayala is now running on full load. It was synchronized to the grid at 2:03 AM yesterday and achieved full load at 8:50 AM.

III. Forced Outages and Derated Plants

Masinloc Unit 1 of San Miguel is running on a derated capacity of 304 MW.

I. Yellow Alert Issuance 

The NGCP has issued a Yellow Alert advisory for the Luzon Grid from 10:01 AM to 5:00 PM and 7:00 PM to 10:00 PM today.

II. Entry of Power Plants

South Luzon Thermal Energy Corp. (SLTEC) Unit 1 of Ayala is now running on full load. It was synchronized to the grid at 2:03 AM today and achieved full load at 8:50 AM.

III. Changeover of First Gen's San Gabriel Nat Gas Plant

Starting 1:00 PM today, the 420 MW total capacity of San Gabriel will be reduced by 210 MW due to gas volume restrictions.

This restriction will only take effect over the weekend to give way to the necessary line pack recovery in preparation for weekday demand. In this regard, one unit of Santa Rita will be operating on liquid fuel to ensure that all units of the Santa Rita, San Lorenzo, and San Gabriel plants will be able to run on their maximum outputs.

Initial NGCP assessment indicates that the changeover will not have any impact on the situation of the grid.

IV. Forced Outage of Pan Asia Energy Inc.'s Limay A1

At 12:41 AM today, Limay A1 (70 MW) went on forced outage due to a tripping from actuation of turbine overspeed relay.

YELLOW ALERT ADVISORY as of 11:20 AM

POWER SITUATION UPDATE
(as of 11:20 AM) 

I. Yellow Alert Issuance 

The NGCP has issued a Yellow Alert advisory for the Luzon Grid from 10:01 AM to 5:00 PM and 7:00 PM to 10:00 PM today.

II. Entry of Power Plants

South Luzon Thermal Energy Corp. (SLTEC) Unit 1 of Ayala is now running on full load. It was synchronized to the grid at 2:03 AM today and achieved full load at 8:50 AM.

III. Changeover of First Gen's San Gabriel Nat Gas Plant

Starting 1:00 PM today, the 420 MW total capacity of San Gabriel will be reduced by 210 MW due to gas volume restrictions.

LUZON POWER SITUATION

I. Yellow and Red Alert Notice

The National Grid Corporation of the Philippines (NGCP) issued the following Alert Notices “due to major generation inadequacy”. 

Yellow 8:01am - 9:00am

Red Alert. 9:01am - 10:00pm

Yellow Alert. 10:01pm to 11:00pm

These alert statuses are caused by the recent unplanned outage of:

1. San Miguel Consolidated Power Corp. (SCPC) Unit 2 (150MW) at around 4:28 pm.

This plant has been added to the earlier list of unplanned outages released by the DOE:

2.  Sual Unit I of Team Energy and San Miguel (647MW);

3.  Southwest Luzon Power Generation Corp. (SLPGC) Unit 2 of DMCI (150 MW); 

4. Pagbilao Unit 3 of Team Energy and Aboitiz Power (420MW); and 

5.  South Luzon Thermal Energy Corp. (SLTEC) Unit 1 of Ayala (135MW) 

Moreover, additional losses of MW were due to the following:

6. The de-rated capacity of DMCI's Calaca Unit 2 (100 MW); and

7. 827 MW from previously approved outages due to scheduled maintenance.

II. ACTIONS TAKEN

The DOE called for an emergency meeting with NGCP last night and will conduct a follow-up meeting today with the ERC, NGCP, IEMOP, and MERALCO to coordinate efforts and address the situation.
