Step 1. SIGNING-IN
Signing-in as member of the PERCs entails commitment from the part of both the applicant and the government.
It is imperative for the applicant to state facts and figures on their facilities, energy management programs, financing, and energy management team.

Applicants must submit the filled-out application form together with their quarterly energy consumption report to the:

Technical Evaluation Committee
Based on the submitted information, the technical Evaluation Committee shall create an energy use profile of your company to determine the most efficient and improvement appropriate for your company.
Step 2. PRELIMINARY ASSESSMENT
PERCs offers a variety of services during its preliminary assessment of your application as a token of our sincerity in achieving our mutual goal of achieving energy efficiency:
- Energy Briefing
Energy Accounting
Technical Assistance (i.e., walk-through survey, etc.)
Referrals to ESCOs, consultants, etc. (Premium price guaranteed)
A group of energy experts will meet with you to discuss in detail the program -- the benefits and the expectations.
Step 3. REGULAR SUBMISSION OF ENERGY CONSUMPTION REPORTS
As a participating member of the PERCs, you are eligible to the above privileges offered by the DOE. You have the right to expect perks that are normally paid for.
However, your membership rights are subject to the regular submission of your quarterly energy consumption reports.
Moreover, your company will likewise be eligible for the Don Emilio Abello Energy Conservation Awards.

The Award is given annually during the National Energy Week Celebration observed every 1st week of December. All reporting companies are evaluated to determine the year's recipients of the Don Emilio Abello Awards.
Awards are given to deserving companies and individuals, which have made significant energy savings during the current year. Special awards are also given for innovative use if indigenous energy.
