WHEREAS, Department Order (DO) No. DO2009-05-008 established and operationalized the Luzon Field Office (LFO) pursuant to Section 3-d of Administrative Order No. 38, series of 2002 as a response to stakeholders' clamor for the presence Department of Energy (DOE) at the grassroot level to facilitate and propel energy resource development and utilization in the rural areas;
