WHEREAS, the President has laid out a Ten-Point Agenda around which sets the policy direction and target for 2004 to 2010; WHEREAS, the Ten-Point Agenda is the focus of planning and operation of the government and as such is the substantial basis for the Medium Term Philippine Development Plan (MTPDP), 2004-2010; WHEREAS, the basic task of the MTPDP, 2004-2010, is to fight poverty and build prosperity for the greatest number of the Filipino people; WHEREAS, the MTPDP, 2004-2010, was fleshed out in a series of Cabinet and inter-agency meetings;
