Downstream Conventional Energy Legal Services Division

Handle Legal Matters, Issues and Concerns Pertaining to the Enforcement of and Compliance with the Downstream Oil Deregulation Act and other Laws related thereto, their Implementing Rules and Regulations, and Administrative Issuances issued by the DOE

  • Review and evaluate investigation reports on downstream oil industry laws and regulations violations referred to the Division by the OIMB
  • Conduct investigations, hearings, meetings or conferences, as may be necessary, involving violations contained in investigation and inspection reports, or in pursuit of complaint-related violations directly filed with the Division
  • Prepare the corresponding orders, resolutions or decisions on violations of downstream oil industry laws, rules and regulations
  • Attend/appear in court hearings, as may be necessary, in support of cases filed against any person for violation of the downstream oil industry laws, rules and regulations
  • Attend and/or participate in OIMB/Field Offices initiated activities on information and education campaigns on the downstream oil industry
  • Do research and prepare legal position/comment/opinion on congressional bills, and on requests for legal opinion
  • represent legal services in the various task forces/committees created to monitor the downstream oil industry
  • Coordinate with various DOE units and concerned government agencies relative to the aforementioned functions
  • Perform ad hoc functions as may be assigned
