Conventional Energy Resources Compliance Division

Formulates policies, plans and programs related to the compliance of Conventional Energy  service contractors with their financial obligations as provided for in their Conventional Energy service contracts and ensures effective implementation thereof in accordance with government rules and regulations, and evaluates financial capabilities of prospective Conventional Energy service contractors.

Coal

  • Formulates fiscal policy recommendations relative to  coal energy resources service contracts
  • Evaluates the financial capabilities of applicants for  coal energy resources  service contracts
  • Coordinates the financial aspects on the proposed coal energy resources service contracts
  • Conducts detailed audit of  coal energy resources service contractors’ books of accounts
  • Evaluates  coal energy resources service contractor’s compliance with their financial and other contractual  obligations
  • Prepares and maintains database on coal energy resources service contractors’ financial data such as revenues, expenditures,  participating interests in the consortium  and government shares
  • Conducts physical inventory of assets of coal energy resources service contractors
  • Monitors and remits to the DOE Treasury Division all monies due from coal energy resources service contractors resulting from proceeds of production and other financial contractual obligations
  • Prepares and updates government share  projections on production of  coal energy resources
  • Coordinates and/or provides financial data to various DOE units and concerned government agencies on coal energy resources  service contracts
  • Evaluates financial capabilities of bonding companies for accreditation
  • Coordinates and monitors the  utilization of the  allocated budget
  • Consolidates and synthesizes the section’s accomplishment reports
  • Performs ad hoc  functions as may be assigned

Petroleum

  • Formulates fiscal policy recommendations relative to  petroleum energy resources service contracts
  • Evaluates the financial capabilities of applicants for petroleum  energy resources  service contracts
  • Coordinates the financial aspects on the proposed petroleum energy resources service contracts
  • Conducts detailed audit of petroleum energy resources service contractors’ books of accounts
  • Evaluates petroleum energy resources service contractor’s compliance with their financial and other contractual  obligations
  • Prepares and maintains database on petroleum energy resources service contractors’ financial data such as  revenues, expenditures,  participating interests in the consortium  and government shares
