WHEREAS, pursuant to Section 6 of Presidential Decree No. 1442, otherwise known as the "Geothermal Act" of 1978 in relation to Section 5 (a) and Section 21 of Republic Act No. 7638, otherwise known as the "Department of Energy Act" of 1992, the Department of Energy (DOE) issued Department Circular No. 2000-02-0001 or the Revised Geothermal Safety and Health Rules and Regulations;
