In view of the Philippines' hosting of the 22nd ASEAN Ministers on Energy Meeting Senior Officials on Energy Meeting (AMEM SOME), the 1st Meeting of the ASEAN+3, the 5th ASEAN Energy Business Forum (ABEF) and the 6th APEC Energy Ministers Meeting (EMM) in June 2004, an inter agency task force is hereby created.
