Pursuant to Executive Order No. 839 issued by President Gloria Macapagal-Arroyo on 23 October 2009, the Department of Energy (DOE), in corrdination with the Department of Justice (DOJ) hereby adopts the following guidelines to implement the directive to the oil companies to maintain prices of petroleum products prevailing on 15 October 2009.
