ESCO Guidelines

Guidelines on the Accreditation of Energy Service Company (ESCO) pursuant to Department Circular 2008-09-0004

Section I. Accreditation Requirements

1) Only SEC registered company or corporation and with valid Business Permit may file an application for a Certificate of Accreditation from the DOE.

2) Every applicant for ESCO Accreditation shall submit to the Energy Utilization Management Bureau (EUMB) through the Energy Efficiency and Conservation Division (EECD) three (3) copies of a duly accomplished application form signed by the applicant through its duly authorized representative together with the following documents detailing the participant’s commitments and undertakings (The Application Form is available from the EECD or at the DOE website, www.doe.gov.ph):
 

  • Business Registration
  • SEC Registration (Certification and Articles of Incorporation)
  • Company Profile/Background
  • Financial Performance/Condition (latest audited Financial Statements)
  • Company Ownership/Management
  • Performance Track Record (Past/On-Going)
  • List of Personnel (Qualifications, Experiences)
  • List of Energy Audit Equipment and Instruments

3) Any falsehood or misinterpretation made in the application for ESCO accreditation, or other documents submitted to the DOE in connection with the said ESCO application shall be caused for the automatic cancellation of the Certificate of Accreditation (CA).

4) Only duly accomplished application forms with the required documents shall be received and recorded by the EUMB-EECD.

5) Applicants for ESCO Accreditation shall pay a non-refundable processing fee of Five Thousand Pesos (Php 5,000.00) and Accreditation Fee of Ten Thousand Pesos (Php 10,000.00).

Section II. Accreditation Criteria

1) Eligibility Criteria

    GO/NO criteria. If the answer to any of the following questions is NO, then ESCO is automatically excluded from accreditation:

    a) On whether the applicant has submitted required forms and documents.
    b) On whether the applicant has signed the proper assurances regarding ESCO documentations.
    c) On whether the applicant allowed the DOE staff to conduct ocular inspection.

2) Classification Criteria

    Qualified applicants may be classified as “A”, “B”, “C” and “D” ESCO based on the following items (Please refer to the attached Classification Criteria for details):

    a) Number of implemented energy efficiency projects
    b) Financial capability and status
    c) Commitment to energy efficiency projects
    d) Company stability
    e) Technical capability of ESCO on energy efficiency projects

Section III. Issuance of Certificate of Accreditation (CA)

1) The Committee on the Accreditation of ESCO’s shall process and evaluate the ESCO application within twenty (20) working days from receipt of application and requirements by the EUMB-EECD.

2) Should the applicant passed the eligibility criteria, the Accreditation Committee shall endorse the accreditation application to the Secretary for approval and issuance of CA.

3) Applicants with approved applications shall be issued a Certificate of Accreditation by the DOE and shall comply with terms and conditions specified in DOE ESCO Accreditation requirements. The CA shall be valid for three (3) years from the date of its issuance and may be renewed every three (3) years.

4) Any CA issued by the DOE shall not be transferred, conveyed and assigned to any person, partnership, corporation or other entity without the prior approval of the DOE.

5) Original Certificate of Accreditation may be claimed from the Office of the EUMB Director, DOE, Energy Center, Merritt Rd., Fort Bonifacio, Taguig City, Metro-Manila.

Section IV. Renewal of Accreditation

1) ESCO seeking renewal of its DOE Accreditation must apply to Energy Utilization Management Bureau (EUMB)-Energy Efficiency and Conservation Division (EECD) of the DOE shall comply with the same requirements as when applying for ESCO Accreditation including payment of the required processing and accreditation fees.
