The Department of Energy (DOE), in the exercise of its mandate under the Republic Act No. 9136 otherwise known as Electric Power Industry Reform Act (EPIRA) of 2001, enjoins the stakeholders to participate in the conduct of the Public Consultation on the Proposed Amendments to the WESM Rules and Market Manuals Related to Market Surveillance, Enforcement and Compliance.

The activity shall be conducted to seek inputs and recommendation from the public. The proposed amendments to be discussed/deliberated are the following:

1. WESM Rules;
2. Enforcement and Compliance Manual;
3. Market Surveillance Manual; and
4. Penalty Manual Issue 2.0 Department Circulars

The following are the reference materials for the above-mentioned Public Consultation:

• Adopting Further Amendments to the Wholesale Electricity Spot Market (WESM) Rules and its Market Manuals for the Implementation of Enhancements to WESM Design and Operations (Provisions for Market Surveillance, Enforcement and Compliance)
• Providing Policies for the Adoption of the Wholesale Electricity Spot Market (WESM) Penalty Manual for the Implementation of Enhancements To WESM Design and Operations
