WHEREAS, it is the policy of the State to ensure the reliability, quality and security of supply of electricity;

WHEREAS, the Department of Energy (DOE) is mandated to provide a mechanism for the integration, rationalization, and coordination of the various activities to carry out the energy policy of the State;

WHEREAS, the Commission on Elections (COMELEC) Resolution No. 9598 issued on 21 December 2012 tasked the DOE to provide uninterruptible power supply on the day before, and on Election Day, until the termination or conclusion of the canvassing of elections returns, and the proclamation of the elected officials;

WHEREAS, in compliance to COMELEC Resolution No. 9598, the DOE issued Department Circular No. DC2012-12-0011 which created the Power Task Force Election 2013 to ensure the reliability, quality and security of supply of electricity;

WHEREAS, the latest supply and demand forecast for the power situation in Mindanao indicates thin reserves despite the directive to run all power plants at full capacity particularly the hydropower plant;

WHEREAS, the DOE directed members of the Power Task Force Election 2013 to request power intensive industries to voluntary de-load or reduce their operation hours from 12 May 2013 12:00 p.m. to 12:00 p.m. 14 May 2013;

WHEREAS, on 02 May 2013 and 08 May 2013 the several areas in Luzon experienced power disruption caused by a system disturbance in several power plants and transmission facilities;

WHEREAS, as an additional contingency measure, the DOE has expanded its call for the voluntary reduction in the use of power on 13 May 2013 to various sectors and industries;

WHEREAS, most gasoline stations nationwide are equipped with standby generators;

WHEREAS, all initiatives for the sufficient power supply is necessary for a successful and credible 13 May 2013 elections;

NOW, THEREFORE, for and in consideration of the foregoing premises, this Circular is hereby issued:

Section 1. Call for Support. All oil companies are strongly encouraged to use their own generators in the operations of their retail gasoline stations, depots and other facilities on election day, especially in Mindanao to lessen the demand and increase the available power to the grid.

Section 2. Separability Clause. If, for any reason, any section or provision of this Circular is declared unconstitutional or invalid, such part or parts not affected thereby shall continue to remain in full force and effect.

Section 3. Effectivity. This Circular shall take effect immediately.
