Strengthened Energy Cooperation with IEA

The Asia-Pacific Economic Cooperation Energy Working Group (APEC EWG) signed a cooperation agreement with the International Energy Agency (IEA) on 13 October 2015 at the Shangri-La Mactan in Cebu as part of the 12th APEC Energy Ministers’ Meeting.

The two parties held a signing ceremony for a Joint Declaration for Future Collaboration with EWG Lead Shepherd Dr. Phyllis Yoshida and IEA Director Keisuke Sadamori as signatories. The event was witnessed by Philippine Department of Energy OIC-Secretary Zenaida Y. Monsada, Usec. Loreta G. Ayson, and APEC Secretariat Executive Director Alan Bollard.

Through this binding document, APEC and IEA seek to expand cooperation in areas of mutual interest and benefit, including energy security, energy resilience, energy efficiency, renewable energy, energy data and statistics, among others.

Founded in 1974, the IEA was initially designed to help countries co-ordinate a collective response to major disruptions in the supply of oil such as the crisis of 1973/4. It is also greatly involved in the global dialogue on energy, providing authoritative statistics and analysis.

REQUEST FOR COMPARATIVE PROPOSAL:
(DATA PACKAGE SERVICES)

Fifth Philippine Energy Contracting Round ("PECR5")
Data Package Services

The Government of the Philippines, through the Department of Energy (“DOE”), is launching the PECR 5 through a transparent and competitive system for awarding of service contracts for the exploration, development and utilization of coal and petroleum resources in the Philippines. The DOE received a proposal for the data package services for petroleum areas. The proposal includes a virtual data room, among others, to host the Philippines’ petroleum data online for easy access and reference of prospective applicants or proponents. To ensure competitive and transparent system of awarding the data package service agreement, the DOE decides to subject the submitted proposal for open and competitive challenge.

The Review and Evaluation Committee constituted under the PECR5 now invites interested firms to submit relevant information indicating their qualification to perform the abovementioned services. Relevant qualifications include proven track record in providing similar services (e.g. years in business, list of clients, listing of staff with expertise); expertise and experience in implementing data package services (e.g. listing of projects conducted, staff listing); experience in working with the different governments for similar services; expertise and experience in the development and delivery of virtual data room for petroleum data; and familiarity with the Philippines’ petroleum industry and previous petroleum contracting round.

Interested firms shall also submit together with qualification documents proposals for data package services which shall include, among others:

  1. Review and audit available license round data held by the DOE (DOE to provide comprehensive list detailing data, logs, media and condition);
  2. Format, convert, transcribe into suitable format for inclusion into data room;
  3. Seismic vectorizing and well log digitizing (conversion to digital data formats after scanning) as appropriate for each of the minimum of nine (9) and a maximum of fifteen (15) areas offered under PECR 5. Additional vectorizing/digitising and/or supplementary seismic data processing, if required, may be undertaken at potential
    investors cost;
  4. Prepare data packages for sale to potential investors in workstation‐ready packages where possible;
  5. Provide promotion services using to introduce pertinent information to key decision makers to greatly enhance participation in PECR 5;
  6. Provide a virtual data room to host a minimum of nine (9) and a maximum of  fifteen (15) separate license areas as indicated by the DEPARTMENT.
  7. A financial proposal which shall specify that the costs and expenses for the data package services shall be for the sole account of the proponent and shall recover such costs and expenses through sharing of proceeds with the Department of Energy (DOE).

A firm shall be selected in accordance with the foregoing criteria as may be evaluated by the REC.
